This is my beautiful niece Daniella (5 years old) whe she came to Miami to visit me a couple months ago. I did some Photoshop work on it.

Beautiful little girl, excellent PP work as I can't see any signs of work done to it.Lovely composition-

I did duplicate the background layer twice to have 3 layers in all.
Desaturate the middle layer and remove all color.
On the top layer switch normal to soft light and lower the opacity a bit.
Flatten the image.
Add some noise, distribution to Gaussian and turn on the Monochromatic checkbox.
Also I did some sharpening in the irises.
And that was it...! I hope I was able to explain it well, English is not my language...
