Here in B.C. we have an area called Burns Bog that covers 225 hectares. Include in the bog is the landfill site for the Lower Mainland, Vancouver and area. Eagles have been congregating at the site to feed on the available edible refuse for years. I pass this area on my way home every day and I often counted eagles on my way home. This year I was unable to come to a number because there were so many.
In my local paper there was an article about the eagles at the landfill site. On January 18 they had a bird count and there were 781 bald eagles tallied. The second largest was on Feb. 9. This count was carried out by biologist David Hancock a bald eagle expert and book publisher.
Of course they don't all hang out at the dump but inhabit the surrounded area fields and trees. Apparently you can get escorted visits to photo the eagles.

Jackie, Vancouver is the nearest large city. Burns bog is about 25 min. south of Van. We have a guest bedroom if needed.<G> The eagles will be gone in a couple of weeks. The other hot spots for Eagles is Squamish about 1 hr north of Van. and the Harrison river about 1hr west of Van.
