Andrew,
You did good capturing the action and the look of the water is a nice contast with the eagle.
The tail feathers appear clipped (overexposed) and the bird is just past you best photographing position - he is starting to fly away from you. The shadow on the face is also not preferable.
A reverse s-curve (http://www.birdphotographers.net/forums/showthread.php?t=20434) can help to tame the contrast.

You did well with the panning. Shame on the light but this could have been amazing in the right light!

Too bad that the light was not better becuase the timing is fantastic. The extended taloons and wings, the semiopened bill and the BG made this image IMO. I think that you could remove the bluish cast in the whites of the head and you will have a better result. Keep them coming
