Here is the same bird from the original post with a American Kestrel above him.

Hi Adams- Thanks for showing another image of this great species. This one is a treat to see with the kestrel.

Seems like every book I refer to about this species has a different story. I took a look at the Handbook of the Birds of the World (ed. J. del Hoyo, Lynx Edicions) today- the volume with the hawks- and they describe the subspecies of the White-tailed Hawk albicaudatus as having a dark throat (see image posted) and the more northerly subspecies colonus as having the white throat (as shown here below albicaudatus). They do not mention a sex difference in throat colour. So according to this work your bird is Buteo albicaudatus albicaudatus, male or female, which fits with your location.
