I really like the rain. Creates a different eagle image!
I would clone out the orangy blob/rock that is on the shoreline to the left of eagle.
You were lucky to get this incoming flight shot at 1/800 sharp!
I might rotate the image CW by a hair.

Again ditto Gail! I'd likely also add a point or two of reds to the overall image. Inclement weather really does give fun opportunities.

I too like the fine rain. A small crop from the bottom might better balance the image. I'm with Gail on the orange blob.
