Elements has a function to Correct Camera Distortion that includes the ability to adjust Perspective Control (Vertical and Horizontal). It also has sliders for Vignetting and Edge Control. (Filter->Correct Camera Distortion).
Where is this in CS3, please? The closest I can find is Perspective within Crop, but it's not nearly as powerful.

Edit>Transform>Perspective then go to the Tool bar on top and select the Warp tool (looks like a windshield)
Vignetting and Color Aberration can be corrected in Adobe Camera Raw as you convert, one of the last tabs, probably the fifth, from memory.

The exact module you're looking for is probably "Lens Corrections." It's in Filters-->Distort-->Lens Corrections. It has sliders for Chromatic Aberration, Vignetting, and Perspective (the part you're talking about).
