Using Photoshop Elements 5 I am still unable to get consistant resized images to within the 150kb limit.
Would appreciate if someone would resize this image using Photoshop Elements and take me thro' the process Step by Step: http://www.flickr.com/photos/ianrmc/2179018873/sizes/o/
With Thanks: Ian McHenry

Ian, what I do is resize it to fit the max pixel dimensions, and then when I save it adjust the quality to get to 150K or less. Seems to work.

Ian, after going to file, select "save for web", then select "optimize" where I have indicated by
red arrow. Choose 145kb and it will give you optimal compression for your file.

This is from a copy of Elements 3 that I have

Pretty much same as info posted by Fabs

Ian, a followup on Dave's note - you have to do it every time. It doesn't optimize automatically.

A big thanks to Sid, Dave & Lance.
Well I had no problem resizing image to BPN limits but when it came to Save for web adjustments couldn't get it to under 203kbs when using Optimize @ 145 and lower !!
Decided to try something in same general area and Saved for Web in JPG using quality slider @ 50 ( Medium)
This seems to work reasonably well.
Here is resized image.
