When this option is not set (default) the shutter lag is constant for any camera settings (without live view). On the top of my head, the lag value is 55ms on the m4.

When the 'reduce shutter lag' option is set, the shutter lag is not constant at 55ms, it can be somewhat shorter depending on camera settings. I can't recall how much lower the lag can be, but its not a whole lot shorter than 55ms. I always had it set, honestly, I don't think this makes much of a difference.

it shortens the release lag by omitting the mirror stabilization step, so you might get slightly less release lag at the cost of more mirror vibration. also you need to shoot wide open to avoid stop-down lag...I don't think it has any practical benefit in normal conditions.
